Cancelling this 2023.2 tech release issue since the support for this release has come to end of life. Cancelling this 2023.2 port case does not affect any LTS or Unity 6 Beta/Preview that remain open.
Reproduction steps:
1. Create a new HDRP 3D project
2. Create an HDRP Lit Shadergraph asset
3. Enable Perforce in the Project Settings
4. Submit the HDRP Lit Shadergraph asset to Perforce in the Inspector
5. Reimport the HDRP Lit Shadergraph asset
Expected result: No changes to the Shadergraph happen
Actual result: The Shadergraph asset gets checked out
