Scrolling jitters in Quality Project Settings Window when using a Trackpad

Steps to reproduce:

1. Create and open a 3D URP project with a Trackpad connected to your PC
2. Navigate to Edit > Project Settings
3. Open the "Quality" Settings Panel
4. Slowly scroll up and down for 15 seconds using the trackpad and observe the Settings Panel

Actual results: The Quality Project Settings Window view is jittering when scrolling after a couple seconds

Expected results: Scrolling is smooth in the Quality Panel when user is using a trackpad

Reproducible with versions: 6000.1.0a2, 6000.1.17f1, 6000.3.11f1, 6000.4.0b11, 6000.5.0a8

Not reproducible with versions: 6000.0.70f1, 6000.1.0a1

Tested and reproducible on (OS): Windows 11

Not reproducible on (OS): macOS 15.7.4
