Empty template starts with incorrect Physically Based Sky (incorrect exposure in later frames)

Reproduces on: 6000.0.22f1

Tested on:  M2 MBPro, Windows 11

Steps to reproduce:

1. Simply create a new empty HDRP template
2. Wait till editor loads, observe dark ground tint (incorrect exposure)
3. Enter playmode, leave
4. Observe the PB sky looks correct now
