Project settings window opens after creating a new material if Graphics tab was selected

Repro:

1) In any HDRP project, open the Project settings

2)Select the Graphics tab

3) Create a material

Result: On material creation the Project setting tab automatically becomes active.

Expected: The Project settings tab does not become active.

 

Note it only happens with Graphics tab, I added another video when I have Editor tab selected to showcase this scenario.

 

Tested on Trunk, mac and windows.
