2D Tile palettes don't have documentation buttons

Repo steps:

1. Open 2D URP Unity scene
2. Right click on the Project window 
3. Create > 2D > Tile Palette > Any option
4. Click the palette in the project window 
5. Observe the inspector window

Expected Result: Question mark button should be in the top right on the inspector tab.

Actual Result: Question mark button is not visible
