Shortcut window doesn't display keyboard and mouse layout when resized

The shortcut window was previously being opened as a utility window, presumably for the reason that the keyboard visualization does not react to resizing well. The change introducing this change instead use a regular dockable window, and rearranges the keyboard interface such that it can be hidden when the size does not allow for it to display properly.

How to reproduce:
1. Open shortcut window
2. Click and drag to resize the window from right to left

Expected result: WIndow is resized and every element of it is still clearly visible
Actual result: Window is resized just a little bit too much, keyboard and mouse layouts disappear

Reproducible with: 2022.3.9f1, 2022.3.14f1, 2023.2.1f1, 2023.3.0a15
Not reproducible with: 2022.3.8f1, 2023.1.20f1
Could not test with: 2021.3.32f1 (No mouse layout in shortcut menu)

Reproduced on: MacOS 14.0 M1 Max, Windows 10

Note: On Windows also the issue is reproducible when resizing the window vertically as well
