The texture preview behaves functionally correct so we are closing this bug. We have turned it into a feature request as it seems like it would be a valid quality of life improvement to address in the future.

open repro project
open sample scene
in hierarchy, right click > lights > reflection probe
in inspector, change the probe from Baked to Realtime
check inspector preview
WORKAROUND: reduce the exposure slider in preview to see the skybox colors
in inspector preview, move the mip map slider
Expected: valid mip maps displayed in preview
Actual: only mip0 / lowest mip / full res version of probe appears correctly, other mip levels appear corrupted
Repro: 2023.3.0a1, 2023.2.0b2
NOTES:
workaround = enter/exit playmode seems to generate mip maps for the affected probes
