Steps to reproduce:
- Open the Hub
- Click the "New project" button
- Select "Github" for Source control provider
- Click the "Get a token" button
- Uncheck the "repo" scope
- Generate token
- Authorize the token in the Hub's Personal Access Token field
- Create the project
- Observe the error thrown in the Hub
Actual results: "Failed to create GitHub repository. Not Found" error is thrown
Expected results: The error should state that the token does not have sufficient permissions
Reproducible with versions: 3.17.2
Tested on (OS): MacOS Silicon Tahoe 26.3
