The Welcome Dialog's tour does not start after pressing the "Start the tour" button when the Tutorials tab was closed during the tour and reopened

Steps to reproduce:

1. Create a new Unity project using the "Get started with unity" template
2. Click the "Start the tour" button in the Welcome Dialog window
3. Close the Tutorials tab (Right click > Close Tab)
4. Open the Welcome Dialog window (Tutorials > Welcome Dialog)
5. Repeat step 2
6. Observe the Tutorials tab

Actual results: The Tutorials tab is opened but the tour is not starting

Expected results: The Tutorials tab is opened and the tour is started

Reproducible with versions: 4.1.3 (6000.1.14f1), 5.0.0 (6000.2.0b12, 6000.3.0a3

Tested on (OS): Ubuntu 24.04, macOS Silicon Sequoia 15.5
