VFX Templates: Empty spaces without the templates become visible in the templates window during the window resizing

How to reproduce:

1. Open HUB
2. Create 3D(HDRP) project
3. Create a visual effect graph in the "Project" window  (Create->Visual Effects-> Visual Effect Graph)
4. Verify, that the"Create new VFX Asset" window becomes displayed
5. Try to resize the templates section and vertically and horizontally
6. Observe the templates section UI during the resizing 

Expected result: No empty spaces should become visible. 

Actual result: Empty spaces become visible. Added screenshot and recording in the "Attachments" section.

Reproducible with: 16.0.1 (2023.2.0a14), 16.0.3 (2023.2.0b7).
