UI Builder VisualElement Background Image is not scaled when using a Vector type Vector Image and Scale Mode is set to "scale-to-fill" with Slice values set to 0

Reproduction steps:
1. Open the attached "ReproCase" project
2. Open the “Assets/ReproFiles/Test.uxml” file with UI Builder
3. In the UI Builder Hierarchy window select “Test.uxml”
4. In the UI Builder Inspector window, change Canvas Size Width to 500
4. Observe the “Top” VisualElement in the UI Builder Window Viewport

Expected result: “Top” VisualElement Background Image stretches like the “Bottom” VisualElement Background Image
Actual result: “Top” VisualElement Background Image does not stretch

Not reproducible with: 2020.3.48f1, 2021.3.25f1, 2022.2.0a14
