A tile from the wrong layer gets selected in the Tile Palette when an Aseprite file with multiple layers is imported as a Tile Set

How to reproduce:
1. Open the attached project “IN-131997”
2. Open the “SampleScene”
3. Import the “Tileset” Aseprite file into the project
4. In the Project window, select the imported file
5. In the Inspector, change the Import Mode to “Tile Set” and press Apply
6. Open the imported Tile Set in the Tile Palette window
7. Select one of the wall tiles in the Tile Palette window
8. Observe the selected tile in Scene View

Actual result: The selected tile is a ground tile
Expected result: The selected tile is a wall tile

Reproducible with: 1.2.3 (6000.2.0b1), 3.0.1 (6000.3.6f1), 4.0.0 (6000.4.0b6), 5.0.0 (6000.5.0a5)
Not reproducible with: 1.2.2 (6000.2.0b1)
Could not test with: 1.1.10 (6000.0.66f2) (“Tile Set” import mode is not supported)
