Steps to reproduce:
1. Open the attached user's project "XRHandProfile.zip"
2. Open "Assets/XRHandPoseTest/HandVisualizer.unity" scene
3. Make sure OpenXR is selected and Pico 4 profile enabled
4. Make sure Hand tracking is enabled in Pico 4 and Build to the device
5. Observe XR Hand showing up but the data is always zero on the UI Panel
Expected Result: XR Hand Interaction Profile works on PICO 4 and data is read from InputActions of XRHand
Actual Result: XR Hand Interaction Profile not working on PICO 4
Reproducible with: XRIT 3.0.3 (2021.3.39f1, 2022.3.30f1, 6000.0.4f1)
Testing Environment: Windows 11
Not reproducible on: No other environment tested

VLNQA00533 - Pico 4 (A8110) (A8110), CPU: Snapdragon 865 SM8250 / Qualcomm® XR2, GPU: Adreno 650, OS: 10

-According to the user, they hooked OpenXR api on device and it seems that xrCreateActionSpace is not called correctly
