Fix All button is shown even if there are no converters for the current editor platform

Steps to reproduce:

1. Download the attached project and open it in Unity.
2. Open the HDRP Wizard: Window > Rendering > HDRP Wizard.
3. Expand the VR and DXR sections.
4. Note a warning: "This section is not available in your current OS platform.", but the Fix All button is still presented.

Actual results: Fix All button is presented, but the platform does not support the feature.

Expected results: Fix All button is hidden because the platform does not support the feature.

Reproducible with versions: 6000.3.0a4, 6000.3.0b9, 6000.5.0a2

Not reproducible with versions:6000.2.12f1, 6000.3.0a3
