Unity Editor loading bar will move to the right when selecting the loading image

Reproduction steps:

1. Open the user's attached project
2. Before Editor opens select any other window or Desktop
3. Select Unity Loading screen

Expected result: The loading bar stays on the window
Actual result: Loading bar moves to the right of the screen

Reproduced with: 2022.2.0a17
Could not test with: 2019.4.40f1, 2020.3.36f1, 2021.3.4f1, 2022.1.5f1 (loading bar not introduced yet)

Reproducible on: Windows 11
Not reproducible on: macOS 12.4 (intel)

Notes:

• More likely the bug will appear when pop-up messages will stop the loading progress
• On a wholly new project, the issue will appear when firstly the project will be closed before it is fully loaded and then reopened
