Documentation Link does not work when the "UI Document" question mark is clicked

Repo steps:

1. Open Unity Scene
2. Right click the project window 
3. Choose "create" > "UI Toolkit" > "UI Document"
4. Click the "?" button in the inspector 
5. Web Page should open 

Expected Result: Documentation page with the data should be displayed for the user.

Actual Result: Web page displays "Sorry... that page seems to be missing!".
