The error message section is too large for the package details window

Steps to reproduce:

1. Create a project
2. Window -> Package Management -> Package Manager
3. Click “+” and select “Create package”
4. Enter the package name and click the “Create” button
5. Select the newly created package for it to appear in the Inspector window
6. Close the "Package Manager" window
7. Click the “Edit” button in the “Inspector” window
8. Find the "Dependencies" section and click "+" under it
9. Add long dependency name
10. Repeat steps 8 and 9 several times
11. Click in the "Hierarchy" or "Project" tabs
12. Click "Save" in the "Inspector - Unsaved Changes Detected"
13. Open the Package Manager window again
14. Observe its UI

Actual results: The validation message section is displayed through all the details section in a full window width and above the details container. Regardless of its size, it is presented as a separate part that is not scrollable

Expected results: The error message section should be reduced to match the "Technical Name and Minimum Editor Version" container and should be under the same general window scrollbar for easy access to window information.

Reproducible with versions: 6000.3.0a3

Not reproducible with versions: -

Can’t test with versions: 6000.3.0a2 as package creation functionality landed just in 6000.3.0a3

Tested on (OS): M1 Max - Sequoia 15.5
