Animation preview is flipped along the Y-axis when using URP

How to reproduce:
1. Open the “ReproProject.zip“
2. Navigate to Assets → Skeleton → Skeleton_Anim
3. Select Skeleton_Archer_Anim.fbx

Expected result: Animation preview is not flipped
Actual result: Animation preview is flipped

Reproducible with: 2022.2.6f1, 2022.3.5f1, 2023.1.5f1
Not reproducible with: 2021.3.28f1, 2022.2.5f1, 2023.2.0a23
