Packman: "Paste" function does not work in Project Settings -> Packager Manager window

Steps to reproduce:

1. Open or create a project
2. Go to "Window" ->"Package Manager"
3. Click the kebab menu in the window toolbar and select "Project Settings"
4. In the "Scoped Registries" section enter "Name" data
5. Select the entered name and select  a "Copy" function from the right mouse click menu
6. Go to the "Scope(s)" field and from the same right-click menu list select "Paste"

Expected result:  Copied data should be pasted as a user receives this menu and it should work.

Actual result:  Nothing happens. Added video in the "Attachments" section.

Reproducible with: 2023.2.0a15, 2023.2.0b2.

Not reproducible with: 2023.2.0a14, 2023.1.6f1, 2022.3.6f1, 2021.3.29f1.
