The length of ScrollView is changing when scrolling to the end of a list

Reproduction steps:

1. Open the attached project (“Listview.zip“)
2. Open Assets/Scenes/SampleScene
3. Enter Play Mode
4. Scroll to the bottom of the list.
5. Scroll up and down a few times.

Expected result: Every time ScrollView ends after the last element.
Actual result: Sometimes ScrollView ends before reaching the end of the last element.

Reproducible with: 2021.3.8f1, 2022.1.12f1, 2022.2.0b4, 2023.1.0a4
Couldn't test with: 2020.3.37f1 ('ListView' does not contain a definition for 'Rebuild' and no accessible extension method 'Rebuild' accepting a first argument of type 'ListView' could be found)
